  في ذكرى انتفاضة الشعب اليمني ضد استبداد الاحتلال، 14 أكتوبر، أعلن الائتلاف اليمني لحقوق الإنسان بالشراكة مع مركز القاهرة لدراسات حقوق الإنسان عن انطلاق حملته الرئيسية لعام 2026؛ #نشتي_نعيش، والتي تسلط الضوء على المعاناة اليومية للشعب اليمني المحروم من كافة حقوقه، تحت وطأة صراع طال أمده وصنع واحدة من أكبر الأزمات الإنسانية في العالم. فبعد 62 عامًا على الثورة ضد الحكم البريطاني، لا تزال البلاد تعاني من أزمة إنسانية وحقوقية مدمرة، ويُحرم مواطنيها من حقوقهم وحرياتهم الأساسية." فبين نقص الغذاء وشح المياه وأزمة الوقود والكهرباء وانعدام الرعاية الصحية والتعليمية وتفشي الفساد والقمع، تتواصل معاناة الشعب اليمني في مختلف أنحاء البلاد، حيث تشترك جميع الأطراف المتحاربة في ارتكاب الجرائم بحقه.

في هذا السياق يدعو الائتلاف اليمني ومركز القاهرة جميع منظمات المجتمع المدني اليمنية والإقليمية والدولية، والمؤسسات الإعلامية، والنقابات، والمبادرات الشبابية، والنشطاء الحقوقيين، والآليات الدولية ذات الصلة، وكل صوت إنساني حر، إلى الانضمام لحملة( نشتي نعيش) وتسليط الضوء على كلفة الصراع الباهظة على حياة المدنيين في اليمن، والمطالبة بوضع حد لسياسات التجويع، والحصار، وقصف الأحياء السكنية، وعرقلة المساعدات الإنسانية، والقيود المفروضة على التنقل، ومصادرة الحق في التعبير والتظاهر، وغيرها من الممارسات التعسفية والانتقامية بحق الشعب المكلوم. والإقرار بضرورة مساءلة المسئولين عن هذه الجرائم، بما في ذلك جرائم الحرب، المرتكبة في اليمن.

ففي ظل غياب المحاسبة، وتفشي الإفلات من العقاب، تواصل أطراف الصراع في اليمن ارتكاب الجرائم بحق المدنيين، لا سيما النساء والأطفال، وتتقاعس عن تلبية احتياجاتهم الأساسية، حتى أضحى قرابة 20 مليون شخص –أي أكثر من نصف السكان– بحاجة ماسة إلى مساعدات إنسانية. هذا بالإضافة إلى انعدام الأمن والفوضى، وتنامي وقائع الاغتيالات والخطف والنهب والقصف العشوائي للمباني السكنية والبنى التحتية. واستهداف النساء المنخرطات في العمل العام واعتقال النشطاء العاملين في الهيئات الأممية وأعضاء المجتمع المدني وعمال الإغاثة، الأمر الذي يقوض أي جهود أو محاولات لمواجهة الأزمات الإنسانية الطاحنة، ويتعمد ترهيب المنخرطين في جهود الحماية والمساعدة، والانتقام منهم.

وبينما تتفاقم أزمة تأخر أجور موظفي الهيئات الحكومية وتنعدم الخدمات العامة بما في ذلك الخدمات التعليمية والصحية الضرورية، تذّكر الحملة بأن توفير الكهرباء والوقود والماء النظيف والصرف الصحي وتأمين الطرق جميعها مهام أساسية لأي سلطة حاكمة، لا يجوز الحرمان منها أو تقيدها أو تقديمها بانتقائية وتمييز. وأن راتب الموظف العام حق لا منّة، وأموال المساعدات ومواد الإغاثة حق للشعب كله لا للسلطة وأعوانها. وأن استمرار الفساد وإتلاف المال العام وغياب الشفافية والمساءلة حول أوجه الصرف وأولوياته، جميعها جرائم خطيرة تفاقم من معاناة ملايين اليمنيين، تستوجب المحاسبة والعقاب. كما تستلزم إصلاح جاد لمنظومة الإدارة العامة، وتفعيل أدوات الرقابة المجتمعية بما في ذلك الإعلام المستقل والمجتمع المدني الحر، وحماية استقلال المنظومة القضائية كضامن أساسي للمساءلة وتحقيق العدالة. كما ينبغي حماية جميع المنخرطين في مساعي الإصلاح والتغيير من الحملات الانتقامية بما في ذلك الاغتيال والخطف وحملات التشوية والتهديد.

(نشتي نعيش)؛ هو المطلب الرئيسي والحيوي للشعب اليمني اليوم، العيش بكرامة وسلام وأمن، في وطن يكفل الحد الأدنى من الحقوق الأساسية لمواطنيه، ويضمن العدالة للضحايا والمساءلة والمحاسبة للجناة.

The Centre for Strategic Studies to Support Women and Children, in collaboration with the DT Institute, organized an open day entitled "Victims' Voice .. Tomorrow's Justice" in the city of Taiz.

This event was part of the "Transitional Justice Through the Eyes of Victims" initiative, which aims to highlight the experiences and suffering of war victims in Yemen and showcase their extraordinary ability to overcome challenges and their demand for accountability and achievement of justice.

A group of victims participated in the event, speaking about their cases in audio and video recordings and presenting some of their inspiring activities to overcome pain. Participants included Jehad AL-Buraihi, Walid AL-Qadsi, Hadeel Mohammed, Sami AL-Humaidi, and Younis Ismail.

The organizers pointed out that documenting the victims' testimonies and preserving their memory is the first step towards achieving effective transitional justice in Yemen, stressing that recognizing the suffering of victims and compensating them fairly is an indispensable foundation for building lasting and just peace in the country.

This initiative is part of ongoing efforts to give victims the space they deserve to express their experiences and contribute to drawing the features of the post-conflict phase in Yemen.

The Center for Strategic Studies to Support Women and Children, in cooperation with the Regional Program for the Gulf States of the German Konrad Adenauer Foundation (KAS), concluded a specialized training course targeted women in political parties after six days of intensive activities and events, and in the presence of a number of political party representatives (Mr. Abdulbari Al-Barkani, Deputy Head of the General People's Congress branch in Taiz Governorate; Mr. Adel Al-Uqaibi, Secretary of the Popular Nasserist Unionist Organization branch in the governorate; and Ms. Salwa Al-Absi, acting head of the Women Department in the Yemeni Socialist Party).

The training course sought to explore the practical mechanisms and opportunities available to enable Yemeni women to assume influential positions in the local and national political scene. It also focused on enhancing the active presence of women within party organizations by refining leadership skills and opening new horizons for participation in decision-making processes.

Participants on the closing day unanimously agreed on the vital role played by these training programs in activating the participation of Yemeni women within the national political system. They pointed out that empowering women politically is a key pillar in the process of building a political system that is inclusive and sustainable, in a way that reflects true societal diversity and utilizing all available national energies.

The training course also resulted in the formation of a political network for the components of the parties participating in the training. This initiative comes as part of the ongoing efforts to enhance the participation of Yemeni women in public life and consolidate the principles of equality and justice in political representation.

The Center for Strategic Studies to Support Women and Children, in cooperation with the Konrad Adenauer Foundation's Regional Program for the Gulf States, organized a roundtable discussion entitled: "The Role of Women during the Transition in Yemen: From Conflict to Sustainable Peace", as part of the project "Enhancing Women's Effective Participation in Political Parties in Yemen".

 The session highlighted the importance of women's participation in the political process during the transitional phase, and emphasized their vital role in decision-making and consolidating the foundations of sustainable peace. 

The event was attended by a group of women and political leaders, representatives of civil society organizations, as well as researchers and experts on peace and transitional justice issues, who discussed the most prominent challenges facing women in political life and ways to enhance their role as an active partner in peacebuilding efforts.

The organizers stressed that the effective inclusion of women in the political process is a key pillar for achieving stability and democracy, noting that the success of the transitional phase requires the concerted efforts of all national components to ensure fair and inclusive participation.

Transitional justice in Yemen is an essential and highly significant demand; however, its implementation must contend with the complex circumstances the country is currently experiencing. Its main objective is to address the grave human rights violations that took place during earlier phases of conflict.

In this regard, I do not see the possibility of applying transitional justice principles before peace is achieved and the state is rebuilt. Nevertheless, the efforts undertaken by the Transitional Justice Team under the Office of the UN Secretary-General’s Envoy may contribute to entrenching the values of transitional justice in its broader sense—acknowledging serious violations in past conflicts and providing reparations. Such efforts could pave the way for peace, the restoration of the state and its institutions, and lasting security and stability for all components of society and political actors in a country torn apart and exhausted by wars and conflicts.

In our view, what can be pursued at present is focusing on institutional reform as a means to restore state institutions within the framework of the internationally recognized legitimate authority. This can be achieved by strengthening the existing institutional structures of the legitimate government in the following areas:

First: The Political Sphere

Institutional reform in this field requires enhancing the Presidential Leadership Council (PLC) to be capable of addressing internal divergences among its members and improving its organizational and administrative structure. The PLC should operate as a unified executive body that establishes sound and coherent administrative principles capable of leading the state through a highly complex transitional period. This necessitates:

1. Integrating all military and security components represented by PLC members into the framework of the state—specifically the Ministries of Defense and Interior. This is possible if there is sufficient political will from the leadership of the main states supporting legitimacy, particularly Saudi Arabia and the United Arab Emirates.

2. Reconstructing the Council of Ministers as the executive arm of the PLC to restore, rebuild, and rehabilitate state institutions. This requires removing unqualified and inactive ministers who fail to fulfill their ministerial mandates, ensuring that the government comprises only capable actors who can rebuild their respective administrative and economic units. The government must also receive robust backing from the PLC and its primary international supporters—especially Saudi Arabia and the UAE—to enable it to meet its obligations.

Second: The Economic Sphere

Institutional reconstruction in this domain requires:

Unifying monetary policy and the national currency through full control of the functions of the Central Bank of Yemen and restructuring the Yemeni banking system with strong, independent, and competent governance, headquartered in Aden.

Addressing the collapse of the state’s financial apparatus by rebuilding the Ministry of Finance and its provincial branches, enhancing their ability to regulate state revenue channels, and enforcing the financial law and budgetary regulations to ensure effective fiscal management.

Third: The Humanitarian Sphere

This requires action in the following areas:

Releasing all prisoners and detainees held for political reasons or matters of public opinion from all state-run prisons and detention facilities—whether under Houthi or legitimate government control.

Reopening all official inter-provincial roads and international border crossings (land, sea, and air) to facilitate communication, transportation, and trade, thereby reviving investment activities and fostering economic recovery, prosperity, and improved living conditions for citizens.

Fourth: The Social Sphere

To achieve social cohesion, stability, and security, the following steps are necessary:

Ensuring the delivery of public services to all citizens across Yemen’s governorates, as peace and state legitimacy cannot be realized without citizens accessing essential services such as electricity, clean water, sanitation, security, justice, education, healthcare, and other vital public services.

Broad participation of diverse social groups in state leadership institutions, ensuring inclusivity across all levels of governance.

Channelling international humanitarian aid through internationally recognized state institutions and directing it toward sustainable development, particularly in rural areas through agriculture and related activities. This is vital given that rural populations constitute over 70% of Yemen’s total population and represent the majority of the country’s poor.

Fifth: The Judicial Sphere

The judiciary is of critical importance in realizing the objectives of transitional justice. It is well known that Yemen’s judicial system is in a dire state, plagued by rampant corruption. Therefore, rebuilding and cleansing this institution from corruption must be a top priority. It should occupy a central place in the activities of the Transitional Justice Team under the UN Envoy’s Office, as well as in the agendas of the state’s political, economic, and social institutions.

On Thursday, November 28, 2024, the Abductees' Mothers Association in Taiz, in partnership with the Centre for Strategic Studies to Support Women and Children (CSWC), held an artistic awareness event entitled "Her Voice is Stronger", as part of the global 16 Days of Activism Against Gender-Based Violence, and with funding from Saferworld.

The event was attended by leading women figures, local authority representatives, human rights defenders, and media personnel, and featured a variety of creative performances including theatrical shows, expressive songs, paintings, and a traditional “Malalah” folk presentation, all aimed at delivering powerful messages about women’s rights and the impact of violence.

In her speech, Ms. Asma Al-Ra’i, Director of the Abductees’ Mothers Association in Taiz, highlighted the association’s commitment to building a rights-based memory, promoting the rule of law, integrating survivors into society, and strengthening women's involvement in development and peacebuilding. She also emphasized the association’s mediation role in securing the release of abducted women and men, and its continued efforts to raise victims' voices at international levels.

Dr. Anjila Sultan Al-Maamari, CSWC Director and Assistant Professor of Mental Health at Taiz University, stated that Yemen’s ongoing crises—armed conflict, poverty, and humanitarian challenges—have intensified violations against women, such as domestic violence, early marriage, and gender discrimination. She stressed that advancing women’s rights requires integrated community efforts, awareness campaigns, and genuine empowerment initiatives.

The event aimed to promote public awareness on women’s protection, reject all forms of gender-based violence, advocate for abductees’ rights, and reaffirm the role of women in achieving peace and sustainable development.

The workshop was conducted as part of the "Enhancing Peace in Yemen" project, in partnership with Search for Common Ground and with support from the Swedish Government.

The session aimed to develop a structured strategic vision to expand and improve mental health services, particularly for vulnerable groups, as a core component of community recovery and sustainable peacebuilding.

CSWC’s participation reflects its ongoing commitment to integrating mental health into peace and development efforts, and its focus on fostering collaborative, locally driven solutions.

The Center for Strategic Studies to Support Women and Children, in partnership with Al-Akher Center for Peace and Development, Shaml Development Foundation, and Nehna Youth Organization, officially launched the signing of a Memorandum of Understanding (MoU) to establish a Psychosocial Support Center at Khalifa General Hospital in Al-Turba.

This initiative comes as part of the "Enhancing Peace in Yemen" project, with generous support from Search for Common Ground, and in coordination with the Local Authority of Al-Shamayatayn District, the Taiz Health Office, and Khalifa General Hospital administration.

The proposed center aims to provide specialized mental health and psychosocial support services for women, men, and children, while promoting community awareness of mental health as a key pillar for societal healing and sustainable peace.

This step marks a significant move toward integrating mental health services into public healthcare frameworks, and emphasizes the importance of healing the individual as a foundation for rebuilding a resilient and peaceful society.

The Center for Strategic Studies to support women and children, in partnership with the National Committee for women, Taiz branch, held this morning the first women's consultative meeting for department managers in administrative and executive offices at the level of directorates of Taiz governorate, which was held at the Chamber of Commerce and Industry Hall

The meeting targeted the directors of departments and heads of departments to stand in front of all the issues and difficulties facing the female staff in various departments in the executive offices

On the sidelines of the meeting, Dr. Angela Al-Maamari, CEO of the Center for Strategic Studies to support women and children, explained that the aim of the meeting was to highlight women leaders in administrative and executive offices at the level of Taiz governorate
And focus.To know the challenges and difficulties facing women in their tasks as well as the available opportunities and work to reach the real empowerment of women and create channels of communication between them and the authority at the local and national level in order to include women in the strategic plans at the local and national level
For her part, the chairman of the National Committee for women, Taiz branch, Mrs. Sabah Abdul Majid, confirmed that the purpose of the meeting, which targeted most of the female cadres at the departmental level, was to discuss women's issues and learn about the challenges, obstacles and difficulties facing women at work
And to come up with recommendations on the mechanism of real administrative empowerment of women through their administrative and executive positions
Stressing the importance of the first consultative meeting for women at the governorate level, which enhances the role of women and their support in order to exercise their functions fully
She praised the prominent and effective role of women in Taiz governorate at various levels on social, political and administrative
At the meeting, the participants were divided into groups to review the shortcomings they face and come up with recommendations to stand in front of them and include them among the priorities and a program to be adopted on all local and national axes and achieve them on the ground

Conclusion of Mock_Trails Sessions as means to promote Justice and Accountability Mechanisms in Yemen. 

The Center for Strategic Studies to Support Women and Children cswc , a member of the Justice4Yemen pact coalition held the final mock court session today, Saturday, July 27, 2024, in Taiz Governorate.

This session comes as part of the Center's efforts to promote justice and accountability mechanisms, aiming to combat impunity and ensure accountability for violators of women's rights during the armed conflict, as well as to raise awareness about the importance of international humanitarian law and human rights, and encourage victims to resort to national mechanisms to file report violations and preserve evidence. Additionally, it highlights the need for Yemen to join international criminal mechanisms to showcase the suffering of victims and their families and demand their right to justice and reparation.

The Center's cswc administration stated that the mock court activities are a simulation of what is happening in real life, where the session highlighted the importance of accountability and holding those responsible for the violations accountable to ensure justice and fairness for the victims without discrimination. Accountability is necessary to protect rights and promote community stability and security, and absence of accountability can undermine society and threaten the rule of law. Therefore, we call for strengthening the sanctity of the law as the ultimate guardian of human dignity and to achieve justice and prevent the recurrence of such violations.

Within the Peace Pillars program, the Center for Strategic Studies to Support Women and Children CSWC implemented its first dialogue session of the initiative " Together to promote the concept of transitional justice" 

On Saturday, May 11, 2024, the Center for Strategic Studies to Support Women and Children , funded by Deeproot foundation has implemented  its first discussion session within the Initiative " Together  to promote the concept of transitional justice" , within the framework of the Peace Pillars program. 

The first dialogue session addressed  transitional justice issues before and after  war in Yemen during two sessions in the presence of eighteen male and female participants that are  representatives of official bodies (judicial authorities, security department, siege affairs office and the National Committee for Women) ,  community initiatives represented by a group of activists in the field of human rights, monitoring violations and local and community mediation, and the session also included a number of victims and survivors. This session aimed to provide participants with knowledge concepts about transitional justice and knowledge of transitional justice issues before and after the war as well as issues that have not been addressed , all in order to achieve the principle of justice and peace.

The session started with a comprehensive introduction by the facilitator, Mr. Basem Al-Hajj, in which he talked about the concept and history of transitional justice, the components and mechanisms for achieving transitional justice, as well as the conditions, requirements and factors for the success of transitional justice, in addition to a historical and descriptive narrative of successful and failed experiences. 

The session included two discussion groups in which the participants reviewed historical and story narration, different international experiences, their personal experiences, discussion and analysis of the context of projects, as well as discussing legislation and the reasons for the failure to approve it, and designing matrices for working groups that help evoke transitional justice issues, in various historical stations of Yemen and even the current situation. 

The session concluded with a number of recommendations, with one participant's recommendation noting that " transitional justice is one of the urgent topics that require raising awareness of its concepts among youth, actors and activists in the field of peace and local mediation"

حيث أشارت وكيل محافظة تعز، عضو قيادة فرع المكتب السياسي للمقاومة الوطنية في المحافظة ، د/ إيلان عبدالحق إلى أن زواج الأطفال من اسوأ الظواهر الاجتماعية الخطيرة والمنتشرة في جل دول العالم بما فيها بلادنا( اليمن). 

اختتمت الحلقة النقاشية بعدد من التوصيات التي تسهم في رسم الطريق المستقبلي لمشكلة الزواج المبكر وتمكين المجتمع من بناء أسر متماسكة وقوية من خلال المشاركة المجتمعية وتغيير الفكر السائد، وترسيخ الإيمان بضرورة رسم السياسات والاستراتيجيات التي تعمل على ضمان الوصول إلى زواج يحترم سن الرشد ويدعمه مجتمع واعٍ.

A Panel Discussion about The Risks of Child Early Marriage in Taiz Governorate

The Center for Strategic Studies to Support Women (CSWC), in collaboration with Save the Children org SCI , organized a panel discussion to review the findings of a field study on the risks of early child marriage in Taiz Governorate, on Saturday, November 22, 2024, the discussion panel was attended a number of participants ( men and women) representing stakeholders such as office managers, lawyers, and general directors of directorates.

During the discussion, Dr. Ilan Abdulhak, the Deputy Governor of Taiz and a member of the Political Office of the National Resistance in the governorate, emphasized that child marriage is one of the most dangerous and prevalent social phenomena all around the world and particularly in Yemen.

The panel discussion concluded with a number of recommendations aimed at shaping the future path for addressing the issue of early marriage and empowering the community to build strong and cohesive families. These recommendations highlighted the importance of community participation, changing prevailing attitudes, and establishing the belief in the necessity of developing policies and strategies that ensure access to marriages that respect the age of maturity and are supported by an aware society.

يعتبر التعليم حقا أساسيا من حقوق الإنسان ويعتبر مسؤولية جماعية لما له من منفعة عامة ودور فعال في حل النزاع وبناء السلام. وتأتي مناسبة الاحتفال باليوم الدولي للتعليم الذي يصادف 24 كانون الثاني/ يناير من كل عام وبلادنا اليمن لا تزال تشهد أزمة إنسانية بفعل الحرب والنزاع المسلح بين أطراف الصراع في البلاد والذي يدخل عامه العاشر. وهو ما ألقي بأوزاره على ملايين الأطفال في اليمن في سن التعليم والذين أصبحوا يحملون البنادق بدلا من حقائب المدرسة.

فقد كان لسنوات الحرب تأثيرا بالغا على قطاع التعليم في اليمن إذ يعتبر وأحدا من أهم القطاعات التي تعرضت لخسائر فادحة وهو ما أدى إلى ظهور (التعليم المتقطع) في البلاد بسبب استمرار القتال وعدم تمكن الطلاب من الذهاب الى مدارسهم وكذلك المعلمين اللذين لم يستلموا رواتبهم للعام الثامن. وبحسب احصائيات المجتمع المدني باليمن فقد تم تسجل 400 اعتداء خلال الأربعة السنوات الماضية على المدارس. دمرت تلك الاعتداءات المدارس كليًا أو جزئيا. وقد حرم ما يقارب نصف الفتيات اللواتي في سن التعليم الابتدائي من التعليم، وهناك اثنتان من أصل ثلاث نساء في اليمن أميات وأثر النزوح الداخلي وخاصة في محافظة مارب على الاف الطلاب اللذين اكتظت بهم المحافظات مما أدى الى حرمانهم من جودة التعليم ونقص شديد بالمدرسين والمستلزمات وعدم وجود مدارس تستوعبهم.

وأثرت الحرب بشكل مباشر على الحق في التعليم لدى العديد من الأطفال، فلا يزال قرابة أربعة مليون طفل وطفلة في اليمن خارج المدارس. كما استخدمت أطراف الصراع في اليمن المدارس لأغراض اخرى غير التعليم مثل تخزين الأسلحة وكثكنات عسكرية او مراكز تدريب.

وبحسب منظمة اليونيسف فقد كان للنزاع والتعطيل المستمر للعملية التعليمية في جميع أنحاء البلاد وتجزئة نظام التعليم شبه المنهار أصلا تأثيرا بالغا على كافة الأطفال في سن التعليم البالغ عددهم 10,6 مليون طالب وطالبة في اليمن. إذ ان ما لا يقل عن 2916 مدرسة دُمرت أو تضررت أو أغلقت أو استخدمت لأغراض عسكرية أو إنسانية خلال السبع السنوات الأولى من الحرب.

وتعرضت العملية التعليمية للتدخل والتأثير من قبل الأطراف المتنازعة، وخاصة الحوثيين، الذين حاولوا فرض سيطرتهم ونفوذهم على المدارس والجامعات والمؤسسات التعليمية في المدن الواقعة تحت سيطرتها كما قاموا بتجريف واسع لقطاع التعليم وتغيير كامل للمناهج الدراسية بما يخدم فكر وأيدولوجيا الجماعة. كما استخدموا المدارس في عمليات التحشيد والتجنيد وشجعوا الأطفال على الانخراط في العمليات العسكرية.

قضية التعليم في اليمن هي قضية إنسانية وتنموية ملحة، تتطلب التدخل العاجل والمستدام لإنقاذ جيل كامل من الأطفال من الجهل والفقر والعنف وضياع المستقبل وتحتاج اليمن إلى تكاتف جهود الجهات ذات الصلة ودعم محلي ودولي لإعادة بناء نظام تعليمي شامل وآمن. ان عجز وانقسام اليات العدالة والمساءلة الوطنية شجع أطراف الصراع على المزيد من الهجمات ضد قطاع التعليم، لن تتحقق العدالة إلا بوجود آليات مساءلة ذات بعد جنائي لكافة مرتكبي الانتهاكات خاصة في ظل استمرار حالة الإفلات من العقاب التي يتمتع بها مرتكبي الانتهاكات لهذا نطالب المجتمع الدولي الراعي لعمليات السلام باليمن ومنظومة الأمم المتحدة بمواصلة الجهود لإصلاح ودعم قطاع التعليم في اليمن. كما نطالب أطراف النزاع بتنفيذ وتعزيز التدابير الرامية إلى حماية الأطفال من التجنيد في القوات المسلحة. والعمل على إطلاق سراح أي أطفال منخرطين حالياً في الأنشطة العسكرية فوراً وضمان إعادة تأهيلهم وإدماجهم في المجتمع.

كما نحث جماعة الحوثي على الامتناع عن إجراء تعديلات أيديولوجية على المناهج التعليمية والتأكيد على أهمية الحفاظ على حيادية التعليم وضمان بقاء المدارس مستقلة وغير منحازة.
