On the #Internationa_Day_for_the_Elimination_of_Sexual_Violence in Conflict, the #Justice4Yemen Pact Coalition calls for decisive action to end impunity for conflict-related #sexual violence crimes in #Yemen.

Conflict-related sexual violence is not an incidental by-product of war. It is a grave violation of #humanrights and international law that has been used to silence, intimidate, and destroy individuals and communities. Yet survivors continue to face significant barriers to justice, while perpetrators largely remain unaccountable.

As #Yemen continues to search for pathways toward #peace, accountability for #sexual violence cannot be postponed or treated as a secondary issue. Sustainable #peace requires confronting past and ongoing violations, recognizing survivors' rights, and ensuring that those responsible are held accountable.

The #Justice4Yemen Pact Coalition urges the international community, the United Nations, and all relevant actors to:

Support independent investigations into conflict-related sexual violence crimes.

Ensure survivor-centered justice and reparations.

Strengthen documentation and accountability mechanisms.

Expand access to legal, medical, and psychosocial support services.

Protect women human rights defenders and survivors from retaliation, violence, and digital abuse.

Any future political settlement or transitional justice process in Yemen must place accountability for conflict-related sexual violence at its core.

There can be no lasting peace without justice, and no justice while impunity persists.

To complement of the "Safe women" project, the Centre for Strategic Studies to Support Women and Children (CSSSWC) implemented, on Wednesday, January 7, 2026, a legal awareness session in Taiz governorate, as a part of a project to promote social and economic recovery and empower women-led civil society organizations in peacebuilding, through "Safe Women" project, in partnership with Sheba Youth Foundation for Development and United Nations Women's Organization (UN Women), and with support from Women, Peace and Humanitarian Action Fund (WPHF).

The program included implementing specialized group sessions in the field of mental health, which aimed at promoting mental health and a sense of security among women and girls and alleviating the effects of stress and traumatic experiences within a safe environment that takes into account privacy and the societal context.

The project's supporters stressed that these services contribute to supporting the psychological and social recovery of the beneficiaries and enhancing their ability to adapt and endure, pointing out the importance of sustaining mental health services and integrating them into recovery and peacebuilding programs, as they have a direct impact on improving the quality of life and enhancing community cohesion.

The Requirements of Transitional Justice in Yemen under the Current Circumstances

Prof. Dr. Mohammed Ali Qahtan

Transitional justice in Yemen is an essential and highly significant demand; however, its implementation must contend with the complex circumstances the country is currently experiencing. Its main objective is to address the grave human rights violations that took place during earlier phases of conflict.

In this regard, I do not see the possibility of applying transitional justice principles before peace is achieved and the state is rebuilt. Nevertheless, the efforts undertaken by the Transitional Justice Team under the Office of the UN Secretary-General’s Envoy may contribute to entrenching the values of transitional justice in its broader sense—acknowledging serious violations in past conflicts and providing reparations. Such efforts could pave the way for peace, the restoration of the state and its institutions, and lasting security and stability for all components of society and political actors in a country torn apart and exhausted by wars and conflicts.

In our view, what can be pursued at present is focusing on institutional reform as a means to restore state institutions within the framework of the internationally recognized legitimate authority. This can be achieved by strengthening the existing institutional structures of the legitimate government in the following areas:

---

First: The Political Sphere

Institutional reform in this field requires enhancing the Presidential Leadership Council (PLC) to be capable of addressing internal divergences among its members and improving its organizational and administrative structure. The PLC should operate as a unified executive body that establishes sound and coherent administrative principles capable of leading the state through a highly complex transitional period. This necessitates:

1. Integrating all military and security components represented by PLC members into the framework of the state—specifically the Ministries of Defense and Interior. This is possible if there is sufficient political will from the leadership of the main states supporting legitimacy, particularly Saudi Arabia and the United Arab Emirates.

2. Reconstructing the Council of Ministers as the executive arm of the PLC to restore, rebuild, and rehabilitate state institutions. This requires removing unqualified and inactive ministers who fail to fulfill their ministerial mandates, ensuring that the government comprises only capable actors who can rebuild their respective administrative and economic units. The government must also receive robust backing from the PLC and its primary international supporters—especially Saudi Arabia and the UAE—to enable it to meet its obligations.

---

Second: The Economic Sphere

Institutional reconstruction in this domain requires:

Unifying monetary policy and the national currency through full control of the functions of the Central Bank of Yemen and restructuring the Yemeni banking system with strong, independent, and competent governance, headquartered in Aden.

Addressing the collapse of the state’s financial apparatus by rebuilding the Ministry of Finance and its provincial branches, enhancing their ability to regulate state revenue channels, and enforcing the financial law and budgetary regulations to ensure effective fiscal management.

---

Third: The Humanitarian Sphere

This requires action in the following areas:

Releasing all prisoners and detainees held for political reasons or matters of public opinion from all state-run prisons and detention facilities—whether under Houthi or legitimate government control.

Reopening all official inter-provincial roads and international border crossings (land, sea, and air) to facilitate communication, transportation, and trade, thereby reviving investment activities and fostering economic recovery, prosperity, and improved living conditions for citizens.

---

Fourth: The Social Sphere

To achieve social cohesion, stability, and security, the following steps are necessary:

Ensuring the delivery of public services to all citizens across Yemen’s governorates, as peace and state legitimacy cannot be realized without citizens accessing essential services such as electricity, clean water, sanitation, security, justice, education, healthcare, and other vital public services.

Broad participation of diverse social groups in state leadership institutions, ensuring inclusivity across all levels of governance.

Channelling international humanitarian aid through internationally recognized state institutions and directing it toward sustainable development, particularly in rural areas through agriculture and related activities. This is vital given that rural populations constitute over 70% of Yemen’s total population and represent the majority of the country’s poor.

---

Fifth: The Judicial Sphere

The judiciary is of critical importance in realizing the objectives of transitional justice. It is well known that Yemen’s judicial system is in a dire state, plagued by rampant corruption. Therefore, rebuilding and cleansing this institution from corruption must be a top priority. It should occupy a central place in the activities of the Transitional Justice Team under the UN Envoy’s Office, as well as in the agendas of the state’s political, economic, and social institutions.

Despite these challenges, the Justice4Yemen Pact Coalition has made noteworthy contributions to Yemen’s Universal Periodic Review (UPR) process, particularly through its engagement in the UPR Joint Stakeholders Report. During the 57th session of the Human Rights Council, Yemen accepted 201 out of 256 recommendations, many of which align with the Coalition’s objectives. Among these, Yemen’s acceptance of recommendations to ratify key international human rights treaties—including the Optional Protocol to the Convention against Torture (OPCAT) and the International Convention for the Protection of All Persons from Enforced Disappearance—marks a positive step towards enhancing transitional justice, peace, and security efforts.

On this International Day of Peace, the Justice4Yemen Pact coalition and 10 Yemeni NGOs call for an urgent end to the devastating conflict that has ravaged Yemen for nearly a decade. The war has claimed over 250,000 lives, displaced 4.5 million people, and left the country’s infrastructure in ruins. The humanitarian crisis is unparalleled, with 4.5 million children out of school and the economy in freefall, resulting in widespread poverty and instability. Women and children have borne the brunt of the violence, facing increasing inequality and exclusion from peace processes. An immediate ceasefire and direct negotiations to end the war are critical. All parties must respect human rights and international humanitarian law, ensuring the protection of civilians at all times. Transitional justice should be incorporated into peace talks to guarantee justice for victims and accountability for war crimes. Economic reconstruction must be prioritized by the international community to restore essential services, stabilize the currency, and create job opportunities for Yemen’s youth. Key recommendations include declaring a ceasefire, promoting transitional justice, rebuilding the economy, including women and youth in peace efforts, and forming independent international committees to investigate war crimes. The time for peace is now—Yemen’s future depends on restoring stability, human rights, and coexistence.
https://cswc-ye.org/storage/documents/September2024/TWOK6OVThLgmi5Ht4XVa.pdf

On the International Day of the Victims of Enforced Disappearances, the Justice for Yemen Pact, along with over 50 civil society organizations, calls for urgent international action to address the escalating crisis of enforced disappearances in Yemen. The joint statement underscores the dire situation where all conflict parties have used enforced disappearances as a tool of repression and intimidation. This has resulted in over 1,168 documented cases, impacting men, women, children, and civil society workers alike. These actions represent grave violations of international human rights and humanitarian laws. The Justice for Yemen Pact advocates for the immediate formation of a national committee dedicated to locating the disappeared, providing support to their families, and ensuring accountability for these egregious violations. Additionally, the statement urges the Human Rights Council to establish an independent international mechanism to investigate these abuses and preserve evidence for future justice processes. These measures are crucial for dismantling the culture of impunity, addressing Yemen’s humanitarian crisis, and moving towards peace and justice.
Seventeen-year-old Yemeni Muhanad Mubarak Al-Aqili lost his life after a stray shrapnel from a landmine explosion settled in his abdomen. Muhanad was returning home from school in Harib district when the incident occurred last year.

In January 2024 alone, 17 people, including children, were either killed or injured due to landmines and unexploded ordnance (UXO) in Yemen, according to the Civilian Impact Monitoring Project (CIMP). The project warns that the total number of victims is likely to rise in 2024.

Recent data from Save the Children (SCI) shows a sharp increase in child victims of landmines and UXO between 2018 and 2022, with incidents rising from one child every five days to one every two days. Shockingly, children account for more than half of the victims in Yemen, making them disproportionately vulnerable to these hidden dangers compared to adults.

Approximately 20 percent of child casualties in the Yemeni conflict are due to landmine and UXO incidents. The governorates of Al-Hodeidah, Taiz, and Sa’ada have reported the highest number of such cases, according to the Justice for Yemen Pact coalition. The coalition holds the Houthi group responsible for about 72 percent of these incidents, with the remaining attributed to unknown groups or outlaws.

The Justice for Yemen Pact coalition, consisting of ten human rights organizations, monitors the human rights situation in Yemen—a country that has endured severe violations amid the ongoing conflict between the Houthi group, which controls the capital Sanaa, and the internationally recognized government, whose temporary headquarters are located in Aden.

Among the tragic stories are those of children who have survived landmine explosions but suffer from severe injuries, including amputated limbs, loss of vision, physical deformities, and serious wounds. These survivors face lengthy and exhausting treatment processes, compounded by the lack of adequate medical facilities and the ongoing instability in Yemen.

Muhanad’s family initially dismissed his injury as minor, but his condition rapidly deteriorated. Hours after the injury, he was rushed to a hospital, where doctors discovered that the shrapnel had caused severe complications. After a year of suffering, Muhanad tragically succumbed to his injuries.

In another tragic case, seven-year-old Saif Basam Al-Jalla required multiple surgeries to remove shrapnel from his body after a landmine exploded near him while he was playing with friends at Al-Nour camp in Marib. The explosion caused severe injuries to Saif’s intestines.

The coalition also documented the story of 13-year-old Hussein from Marib. On June 3, 2023, Hussein was severely injured when a 23-millimeter shell exploded while he was fetching water for his family. The explosion left him with fractures in his left leg, limiting his mobility to this day.

Other cases documented by the coalition include 12-year-old Abdul Aziz, who was injured when an unexploded shell he found and played with exploded, resulting in burns, bleeding, and the amputation of one of his fingers, and 12-year-old Nada Mansour from Taiz Governorate, who lost her right hand and left eye after a landmine exploded while she was collecting firewood.

The Suffering of Victims’ Families

Saleh Khalid Sabr relocated his family to the Al-Suwaida’a camp in the city of Marib under extremely difficult conditions. However, tragedy struck when his wife went to burn garbage with their two children and younger brother. While they were collecting the garbage, a violent explosion occurred, killing his son Abdul Hamid, his daughter Tawadu, and his brother Omar.

Through tears, Saleh painfully recounts his loss, stating: “Losing a child is the most agonizing suffering anyone can endure.” He bitterly remembers his son Abdul Hamid, affectionately called “the doctor,” his daughter Tawadu, known as “the teacher,” and his brother Omar, whom he referred to as “the sheikh.” Saleh fervently calls for addressing the landmine issue and holding the perpetrators accountable, emphasizing that this ongoing tragedy continues to claim lives daily.

Within this context, Ishraq Al-Maqtari, a member of the National Committee to Investigate Human Rights Violations in Taiz Governorate, stresses the importance of accountability in addressing human rights violations in Yemen. “This mechanism is crucial in reducing impunity and preventing the recurrence of such violations,” she explains, noting that it is the first demand of victims who have suffered severe violations affecting their right to life and physical safety. The intensity of their suffering has heightened their awareness and demand for justice.

Saleh’s experience mirrors that of Hamid Yahya, also from the Al-Suwaida’a camp. Hamid’s three children were struck by a landmine on their way home from school last year. Two of them died instantly, while the third survived but lost his right hand and eye, with shrapnel scattered throughout his body.

Saleh, Hamid, and other families who have lost children or are caring for injured ones are raising their voices, demanding “international intervention to remove landmine maps and clear affected areas.” These families also call for “holding those responsible accountable, providing support and treatment for the victims, and ensuring that their needs are met.”

However, these families express deep disappointment with the local and international response to their plight. Despite years of suffering, they feel marginalized and neglected, with no concrete solutions or practical steps provided to address their concerns.

Saleh Al-Ghanemi from the Marib Dam Foundation (MDF) for Social Development, a local organization supporting landmine victims in Marib Governorate, acknowledges the sense of betrayal felt by these families. “They want the humanitarian community to stand by them, and we do our best to support their suffering,” he says.

The stories of Saif and Muhanad are just two examples of the many tragedies that have yet to be thoroughly documented, revealing the full scale of the disaster. The coalition and the ten organizations involved face unsafe conditions and complex updates as they document these violations.

Khaled Al-Shajni, assistant director of the Executive Unit for the Management of Displaced Persons Camps in Marib, highlights that landmines continue to claim lives in the governorate. “The landmines are planted randomly, causing casualties on roads, in displacement camps, and in valleys and agricultural lands,” he explains.

Marib Governorate hosts 204 camps for internally displaced civilians, housing 263,000 displaced families from across Yemen.

Muhammad Al-Ghulaisi, an observer with the National Committee to Investigate Human Rights Violations, urges the Houthi group to stop planting landmines and hand over their maps for removal and clearance. The National Committee is a national mechanism for monitoring and investigating human rights violations committed in Yemen by all parties. It was established under the GCC Initiative and its implementation mechanism, UN Security Council Resolution 2051 of 2012, Resolution 2140 of 2014, and relevant Human Rights Council resolutions.

Al-Ghulaisi stresses the need for the international community to apply pressure on the Houthis to hand over the mine maps, intensify awareness programs about the dangers of mines, and support victim rehabilitation programs, as the victims are in urgent need of rehabilitation, support, and compensation.

“The Largest Minefield”

Since 2015, the laying of mines in Yemen has been catastrophic, spreading unexploded ordnance across the country. An analysis by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in November 2022 revealed a 20 percent increase in civilian casualties from explosive remnants of war since the ceasefire process began in April 2022, compared to the previous six months.

Amin Al-Aqili, director of the National Mine Action Program, previously stated that over 1.25 million mines and explosive devices had been removed since 2015.

Despite these efforts, in an April 4 post on X commemorating the International Day of Mine Awareness, the U.S. Embassy in Yemen warned that it would take eight years to clear the more than 2 million landmines planted by the Houthi militia.

Proposed Solutions

The Justice for Yemen Pact coalition, which documents data on landmine and UXO victims, has proposed several solutions to end this threat and protect civilian lives, especially children. These include encouraging research and innovation in mine detection and clearance technologies, strengthening accountability and justice tools, compensating victims and their families, and establishing an independent investigation mechanism to monitor progress in this area.

However, the coalition emphasizes that these solutions will only be effective if detailed maps of landmine locations are provided and incorporated into peace negotiations and agreements between conflicting parties in Yemen. The coalition also calls for international cooperation initiatives to remove mines across the country and for the launch of awareness programs focused on educating Yemeni civilians about the risks of landmines, assisting victims, and rehabilitating them.

Yemen ratified the Convention on the Prohibition of Anti-Personnel Mines in 1998, which required the government to destroy the stockpile of planted mines within ten years. However, the Yemeni government has submitted four requests to postpone its obligations under Article 5 of the Convention, with the latest extension granted until March 2028.

This comes at the same time as the UN Experts Panel’s revelations of violations of international humanitarian law related to the indiscriminate use of mines in the country, according to reports from the coalition.

The coalition, comprising ten Yemeni human rights organizations, affirms that the landmine issue continues to threaten civilian lives. The Experts warn that without collective efforts to end this threat, more children will die, families will lose their loved ones, and Yemeni civilians will live in constant fear of a landmine explosion.

Statement on the Second Anniversary of Ahmed Maher’s Arrest and the Crisis of Enforced Disappearance in Aden: Strengthening the Demand for Justice

The issue of arbitrary arrest and enforced disappearance has taken center stage in Aden with the recent case of Lieutenant Colonel Ali Ashal Al-Jaadani, who was kidnapped by forces affiliated with the Security Belt, leading to widespread demonstrations demanding information on his whereabouts.

Recent cases of enforced disappearance demonstrate that the authorities responsible for these violations are clearly and explicitly contravening Yemeni law. Aden Police have issued arrest orders for Yasran Al-Maqtari, the commander of the Counterterrorism Forces, and his deputy, Samer Al-Jundab, who are implicated in the disappearance of Ashal and numerous other citizens in the southern governorates.

These events coincide with the second anniversary of journalist Ahmed Maher’s arrest on August 6, 2022. Maher was subjected to enforced disappearance and torture due to his journalistic work and coerced into making false confessions. Despite the serious legal violations associated with his case, Maher was sentenced to four years in prison. His case represents a severe threat to freedom of expression and a troubling trend towards the security-driven repression of journalists, and it marks a significant perversion of justice.

Recent developments in Aden have exposed the weakness of the ruling against Maher. A dispute has erupted between the Criminal Prosecutor and the President of the Specialized Criminal Court, with the former accusing the latter of bias and lack of professionalism. This dispute involves the same officials who prosecuted and ruled on Ahmed Maher’s case.

We, the undersigned organizations, condemn the ongoing arbitrary arrests and enforced disappearances in Aden. We express our full solidarity with the families of the kidnapped, including Lieutenant Colonel Ali Ashal. We call for prompt investigations into the cases of the disappeared, demand that their fates be revealed and urge an end to these inhumane practices.

We reiterate our call for the legitimate government in Aden to expedite the referral of Ahmed Maher’s case to the Court of Appeal to address the evident legal violations and ensure his unconditional release.
https://cswc-ye.org/storage/documents/August2024/qu4zK2rEyvtho18L0JnQ.pdf

Conclusion of Mock_Trails Sessions as means to promote Justice and Accountability Mechanisms in Yemen.

The Center for Strategic Studies to Support Women and Children cswc , a member of the Justice4Yemen pact coalition held the final mock court session today, Saturday, July 27, 2024, in Taiz Governorate.

This session comes as part of the Center's efforts to promote justice and accountability mechanisms, aiming to combat impunity and ensure accountability for violators of women's rights during the armed conflict, as well as to raise awareness about the importance of international humanitarian law and human rights, and encourage victims to resort to national mechanisms to file report violations and preserve evidence. Additionally, it highlights the need for Yemen to join international criminal mechanisms to showcase the suffering of victims and their families and demand their right to justice and reparation.

The Center's cswc administration stated that the mock court activities are a simulation of what is happening in real life, where the session highlighted the importance of accountability and holding those responsible for the violations accountable to ensure justice and fairness for the victims without discrimination. Accountability is necessary to protect rights and promote community stability and security, and absence of accountability can undermine society and threaten the rule of law. Therefore, we call for strengthening the sanctity of the law as the ultimate guardian of human dignity and to achieve justice and prevent the recurrence of such violations.

On this International Day Against Torture, this statement condemns all forms of torture and inhumane treatment in Yemen. Civilians continue to suffer at the hands of all warring parties due to a culture of impunity, with targeted groups including politicians, journalists, feminists, influencers, and human rights activists. Despite prisoner exchanges in 2023, many detainees remain subject to torture. From 2016 to 2022, the Association of Mothers of Abductees documented 2,643 cases of torture by various groups. The plight of abductees, arbitrarily detained, and forcibly disappeared individuals remains dire.

The statement expresses deep concern over the arbitrary arrest and inhumane treatment of UN and NGO staff by Houthi authorities.

The statement highlights the persecution of Yemen’s Baha’i community, the repression of civil society by Houthi authorities, and the abuse of vulnerable groups, including internally displaced persons, the muhamasheen, and refugees. Migrants face exploitation and abuse, with reports of killings by Saudi border guards. Women in Yemen face systematic discrimination and abuse, particularly in Houthi prisons. The ongoing use of torture and grave violations against detained civilians by all warring parties is condemned. All parties are held responsible for the lives and safety of detainees.

The statement calls on the United Nations and the Security Council to hold perpetrators accountable, end impunity, and ensure justice is integral to peace negotiations. It advocates for an independent mechanism to investigate human rights violations.
